Minority bloc members, along with some senators identified with the majority bloc but are now perceived to be sympathetic to Villar, boycotted the Wednesday plenary session, the last day of session, effectively blocking a vote on the Senate committee of the whole (Scow) reports recommended censure on Villar over improper financial gains his property companies received from the C5 road extension project. The Senate chief insisted that the Scow report or committee report No. 780 is in order at any time to be called and could effectively be revived when the Senate reopens session on May 31. The report also sought Villars reimbursement of more than P6 billion to the government representing the additional incurred by the realignment of the road project and the estimated amount of financial benefits that properties of a number of his real estate development companies enjoyed from the road project. Manuel Villar, saying he got P3.5 billion in loans in 1998 to keep his defunct Capitol Bank afloat with only P42 million worth of properties as collateral. Madrigal made the accusations at the resumption of the Senate Committee of the Whole hearing on the ethics complaint against Villar over the C-5 road project. But Senate President Juan Ponce Enrile, the presiding chair, said Madrigals allegations would not be included in the ethical misconduct complaint against Villar as he was not yet a senator at that time. Madrigal, in a Power Point presentation, traced the history of three lots which Villars company sold to the government to give way to the C-5 road extension project. She said the three lots were previously owned by Enrique Factor, Maria Rodriguez, and Iluminada Rodriguez and were bought by Villars companies in 1998 for a total of P42 million.
